The Grand Master of National Orders is the President of the Republic. As such, he embodies the supreme authority of the State in matters of orders and honorary distinctions.
He holds the power to confer national distinctions, in accordance with applicable laws and regulations. The role of the Grand Master of National Orders has both constitutional and symbolic dimensions: he guarantees the legitimacy of honorary distinctions and their inscription in Congolese republican tradition.

The Grand Chancellor of National Orders is responsible for the administration and day-to-day operation of the Grand Chancellery. He ensures the proper implementation of decisions by the Grand Master of National Orders and manages the administrative, protocol and institutional aspects of honorary distinctions.
He supervises the procedures for processing, preserving and monitoring national orders, in compliance with applicable legal texts. Through his action, the Grand Chancellor of National Orders ensures the continuity of the institution, the rigor of procedures and the preservation of the symbolic value of national distinctions.
